The DataFusion/Parquet experiment is not being adopted. Remove the motif_query Rust crate, DataFusionSqlCompiler and its tests, the contract test against SqlCompiler, the design doc, and the motif-query service entry in compose.

The datafusion/parquet experiment isn't being adopted. Deletes
the motif_query Rust crate, DataFusionSqlCompiler and its tests,
the contract test, the design doc, and the motif-query service
from the deploy compose.
Tested with format-all, cargo check --workspace, and bazel test //....
