[LinearProgress] Add reversed functionality

Expected Behavior

It would be very helpful, if there was some kind of "reversed" property in LinearProgress, so the component would draw bar value "from right to left".

@oliviertassinari with RTL am I correct in thinking I can't have one bar going left to right, and one going right to left?

If so, the requested feature would be helpful, we have a design that required both LTR and RTL bar charts.

@lewistaylor The RTL mode was designed to work at the document level. It's supposed to be a global setting. However, it can be abused to only be applied on small subsets of the tree. So yes, it's possible.
Could you share more information on the problem you are trying to solve?
