This migrates to using p2p over ipfs as the default text representation of code 421. ipfs will still be supported, but p2p will become the default.
Implementations using multiaddr <= 6.0.0 (Before December 17, 2018) won't be able to parse the p2p text representation.
I am targeting to release this in a 7.0.0 update, which should help with clarity of the rollout.
