Additional context

Ideally for invisable time changes a cautionary one wouldn't be shown in the first place. At least it is expected to be also greyed out.

I don't think this is inherently a bug - no reason why these shouldn't be able to use different settings.

To further my case: Crucially, I think the opposite way around is more important - it should be possible to hide courtesy time signatures while still 'creating' them, so that other effects created by their layout are still applied.

That doesn't make any sense. The main point in hiding a time signature is to make a change implicit. That's why the symbol doesn't affect the layout. Why then should it's courtesy?

It is possible to make the courtesy time sig invisible and after doing so it doesn't affect layout anymore.
It is just not very convenient to have to make both invisble, doing so for the 'real' keysig should IMHO be doing it for the courtesy too, or not show it at all, both variants have their merits

If that is the problem to be solved, to me the more sensible solution would be to have toggling a 'main' timesig's visibility also toggle that of its courtesy. But binding the two properties together seems at best unnecessary and at worst unwanted.
