Replace legacy config.mk/rules.mk/scripts build system with mbt submodule. Add project.toml with autocall=false (Lua module names don't match function names). Add CI workflows for automated build and release. Closes #1
Update mbt submodule to latest main. Add [mvs.build.datasets.source] required by the new unified PDS-based build with SHA256 stamp-based incremental builds.
