Add spring-boot-restclient in mybatis-spring-boot-sample-war and web #1150
Description
Current dependency setting will not work since Spring Boot 4.0.1 because fixed spring-projects/spring-boot#48253.
Therefore, we change dependency setting as work on 4.0.0 and 4.0.1+.
