nadeokis config 1.9

A mostly complete overhaul of parameters according to user's PC.
Tf2 is a mostly cpu-bound game and as such I will henceforth publish two versions to respond to two groups of people.

• The ones with high core count CPU's who can benefit from multithread implementations
• a Config specifically for PC's that have a CPU with 4 or less Cores or older hardware generally.

I tested the changes to the "Good CPU" version and it works just as well, if not more stable than prior versions.

Good CPU use this if you have 6 or more CPU cores and a modern system

• improved gfx.cfg settings, in line with modern hardware. comments included for adjustments.
• added network optimizations (25MB/s Upload and Higher) adjust rate inside autoexec.cfg if not

• overworked how to select network configs from within autoexec.cfg (simply uncomment the one you want to use)
• added a "tfdb.cfg" optimized for Dodgeball gameplay thanks to stuff provided by pluto & blind.
• just pick it for servers that allow 1ms lerp though, i can't vouch for it's stability on 7.8 lerp so use the 128tick one for those.
• added readme with detailed guidance for the snowball mod.
