Add new constructors to Span<T> and ReadOnlySpan<T>

Description

• Add constructor from pointer.
• Add missing base classes to enumerators.
• Add Slice API to ReadOnlySpan.
• Add new unit tests (some are commented out as they are WIP).
• IntelliSense comments fixed/improved.
• All constructors of Span<T> and ReadOnlySpan<T> now call the native handler.

Motivation and Context

• Related with Support for generics <T> Home#782.
