Update CI image

Description

• Use windows-latest vmImage

Motivation and Context

• Windows 2019 image will be deprecated.
• a full (un cached) rebuild is worth trying.

Types of changes

• Improvement (correction, content improvement, typo fix, formatting)
• New Article (new document for docs website)
• Config and build (change in the configuration and build system, has no impact on code or features)

CI fail due to ERROR: Couldn't find './samples/Program.cs' in nanoFramework.IoT.Device\devices\Pcd8544\README.md

Fixed in lib (nanoframework/nanoFramework.IoT.Device@f5964d7).
