Add target name and platform name properties

Description

• Add new properties to ReleaseInfo.
• Update helper methods and callers accordingly.
• Add these to NanoFrameworkDeviceInfo class and ToString() output.
• Add these to TargetInfoProperties.
• Rename TargetInfoProperties properties for clarity.
• Bump version to 1.2.0-preview.

Motivation and Context

• Addresses OS Target information for shared frameworks Home#414.

How Has This Been Tested?

• Test app on solution.
