Update output format of ReleaseInfo and DeviceInfo

Description

• Rework ToString implementation of DeviceInfo.
• Add ToString to ReleaseInfo.
• Update test apps accordingly.

Motivation and Context

• Drop unused or repeated data.
• Provide formatted output of ReleaseInfo for convenience.

How Has This Been Tested?

• WPF test app.
