Improvements in NanoDevice target properties

Description

• Add several target properties that where available only on Engine.
• Improve handling of invalid data in address properties.
• Improve connect to include flash sector map.
• Add test code to app.
• Bump version to 1.22.0-preview.

Motivation and Context

• Make target capabilities accessible at device level.
• Fixes issues when attempting to retrieve addresses when there is no valid flash sector map.

How Has This Been Tested?

• Test apps in solution.
