Add step to check region content before actually deploying

Description

• DeploymentExecuteIncremental() now checks region content before erasing and deploying. Skipping those if content is the same.

Motivation and Context

• Not only improves deployment efficiency by preventing unnecessary erase and write of the same content as it saves flash wearing with unnecessary erase + write operations.

How Has This Been Tested?

• Running the test app.
