Fix setting reserving RAM for IDF allocation

Description

• Fix the check for when the build option isn't present.
• Add status message output to make this part of the build log.

Motivation and Context

• The fix in Add build option to reserve internal RAM for IDF allocation #2460 wasn't handling correctly the situation when the build option wasn't present.
