There are still a couple of PRs in-flight, and a couple I didn't get a chance to update today, but I wanted to get this PR in so we can at least get closer to full release notes for 0.7.0, and make review somewhat easier!

What about grouping highlights with another level of headers? We have quite a few features and quite a few performance highlights that I feel like could be separated as such.

@brisvag yeah I had the same thought. Not all of the changes fit into neat buckets so I'll have a think about grouping.

Not sure it's worth mentioning but Shapes layers with many shapes are in a much better place in 0.7.0 still a long way to go because drawing and moving shapes is still bad, but it's some progress anyways.
One can see the individual PRs, but not sure they convey much individually. But collectively, it's better.

It's basically all the Shapes ones in Performance section:

• Fix the Shapes mode setter to use _is_creating for _finish_drawing and clear selection when going to ADD_* napari#8551
• Add caching of outlines to reduce delay on Shapes zoom napari#8536
• Enh: Throttle shapes highlight napari#8404
• Enh: performance optimizations to ShapeList outlines napari#8403
• Enh: Speed up shapes box selection by using bounding boxes and vectorization napari#8378
• ENH: Speedup multiple shapes removal by concat'ing and np.deleting as a batch napari#8375

These all revolve around selection,interacting (pan zoom), and deleting for Shapes layers with many shapes, blocking is mostly eliminated.
Drawing and select+move are still 💩

I suspect these don't impact too many users right now, because overall we don't support these use cases well still, but it's a step in the direction. So maybe more something for image.sc post than release notes 🤷

@psobolewskiPhD 🙏. These release notes are still not final, and there's a couple of TODOs anyway, so we can either merge now, or leave this open until it's complete. I just thought it would be easier to review as we go.
