NAPS2 is a free, open-source document scanning application designed for simplicity and ease of use.
You can scan documents from WIA, TWAIN, SANE, and ESCL scanners, arrange pages as needed, and save them as PDF, TIFF, JPEG, or PNG.
OCR (Optical Character Recognition) is available using Tesseract.
