Fix #105, Update CS_EnableEntryIDEepromCmd event to use correct 'State` variable

Describe the contribution

• Fixes CS_EnableEntryIDEepromCmd reporting the wrong State variable in error event #105
  • Updates the CS_ENABLE_EEPROM_DEF_EMPTY_DBG_EID error event to use the correct State variable

Edit: Added the same update to the companion CS_DisableEntryIDEepromCmd function.

Testing performed
GitHub CI actions all passing successfully (incl. Build + Run, Unit/Functional Tests etc.).

Expected behavior changes
Correct State reported in error event.

System(s) tested on
Debian 12 using the current main branch of cFS bundle.
