Draft 5: Renumbering and Folder Organization [breaking changes]

Draft 5 includes the following big changes:

• Now XX folders contain the published (processed notebooks). These files were previously in the XX-publish folders.
• Now XX-dev contains the notebooks to be edited. Previously these files were in XX.
• Moving forward, only edit notebooks in XX-dev folders. Notebooks in XX folders are automatically generated (and overwritten).
• Makedown files (with .md ending) show live in XX folders.
• Created new chapter 2 (for advanced Python programming)
• Moved Pyomo chapter to after numeric integration chapter.
• Remove YY- prefix for each notebook file.
• Updated links in CBE 60258 schedule to reflect new folder and file names.

Why the changes?

• Shortens URLs for in the webpages. The -publish was ugly.
• Removing numbers in the individual file names makes it easier to maintain links and reorder content as needed.

@E-Ream @jkeane14 Please note these breaking changes. If you are going to make any new contributions, you need to update your main and create new branches. Any current branches you are using will have the older file and folder names (from Draft 4 and earlier). I recommend reading this entire message twice. These are big changes.
