FEATURE: New way to support Nestjs swagger for monorepos with swc

We need to manually generate metadata now and it forces us to keep 2 processes active while locally developing application. It would be nice to have inline processes to make it convenient.

Start process inline if locally developing

Teachability, documentation, adoption, migration strategy

Flag to enable it via SwaggerModule.loadMetadata(metadataOrFlag)

What is the motivation / use case for changing the behavior?

We do have it for non-SWC projects. Can't achieve the same for SWC as we'd have to intercept the swc compiler (no bandwidth to support both TS and Rust plugins at the same time)
