Adds a timestamp to the COT that is updated if either it or any COT Fields referencing it are updated. This is then used as a cache-buster. Needed to re-arrange the migrations as the new FK migration calls get_model and it uses the new cache-key which needs to be available. Also needed to update init because of test running for similar reasons.
