SOW-0047: close complexity backlog

Summary

• Move SOW-0047 to completed after the eighth production slice merged.
• Split the remaining strict complexity backlog into SOW-0048 through SOW-0052.
• Record closeout validation, including the local benchmark limitation caused by ambient workstation load on this SOW-only branch.

This branch changes only SOW files and does not touch benchmarked code, memory/allocation metrics stayed flat, and no benchmark baseline or threshold was changed.
