Operator panel box are signed as offline on first login or are not present

Steps to reproduce

• make an installation with at least 1k users
• login to cti directly into the operator panel
• verify that all the user box are offline (gray colored) or are not present

Expected behavior

The operator panel has to show all the user box with the correct presence status

Actual behavior

Some times user box don't appear and other time all are offline (gray color) even if they are online
