Wrong Default ntc-templates mapping for cisco_xe

### Environment
* Python version:  3.11
* netutils version: 1.9


### Expected Behavior
ntc-templates doesn't differentiate xe and ios, so xe needs to map to ios for ntc-templates


### Observed Behavior
maps to cisco_xe for ntc-templates which maps to nothing.
