Update all dependencies and other housekeeping

• Dropped all EOL version of Python - new minimum is 3.10
• Updated ansible version to match 3.10 minimum
• Updated pyproject sections to make poetry 2.x happy and dependency specs to standard format preparing for migration to PEP compliant project metadata
• Replaced toml with tomli (Python 3.10) or tomllib (3.11+)

• Fix tests
• Address linting failures
