Want to update `docs/configure.txt` about developer-oriented options

There are quite a few configuration toggles present in the script and not elaborated in the text document. Many of these deal with non-production options like `--with-debuginfo` from #2310 or `--enable-cppunit` that are of little interest to end-users who build their own NUT, but can be helpful to developers and troubleshooters.
