This PR removes the automated Dependabot force rebase workflow. The repository will continue to have Dependabot dependency updates configured (via .github/dependabot.yml) and auto-approval functionality (via .github/workflows/pr-auto-approve.yml), but Dependabot PRs will no longer be automatically rebased.
