NC 33: no New File menu entry to create mind maps, mind maps downloaded instead of opening in app

Steps to reproduce

1. Upgrade to NC33
2. Behold (see title)

Expected behaviour

I should be able to create mind maps and open existing ones.

Actual behaviour

Clicked mind maps are downloaded. No entry to create new mind map. Interestingly, mind map icon shows for mind map files, so MIME types are fine.

Server configuration

Web server: Nginx

Database: MySQL (whatever ships with Fedora)

PHP version: 8.4

Nextcloud version: NC33.0.1
