Reduce number of hover tooltips for informative content #6729

Steps to reproduce
This is an accessibility issue.
Tooltips can be a good way of giving extra information or clarifying something, but if it’s important it’s usually better to always show it.
Information icons and times, for example, when a document last was changed, have got tooltips.
But since these aren’t interactive objects they’re not reachable with the keyboard.
Expected behavior
If the information in a tooltip is important for the user to understand the contents, consider just placing it directly on the page instead of hiding it in a tooltip.
It might be best to just write out the full text in these instances. For example “6 days ago. 23 March at 16:29.”
Solution could be to improve tooltips, which is a separate ticket nextcloud-libraries/nextcloud-vue#2503.
Also could be a suggestion to use a full text instead of using tooltips.
