[Bug]: New uploaded photos not shown on map until photo cache is cleared

Bug description

If I upload a new photo I see shortly the toast, that on photo was added by a background job, but the new photo does not show up on the map even after 30 minutes.
If I clear the photo cache, the photo shows up on the map shortly after that.

Steps to reproduce

1. upload photo
2. wait 30 minutes
3. photo not shown on map
4. clear photo cache
5. wait one minute
6. photo shows up on map

Expected behavior

New uploaded photo show up on map directly (at least within the next cron run) without manuell photo cache clear.
