Notes tool pill is obfuscated by nextcloud padding

when nextcloud web starts using the more consolidated notes mode the tool pill that is used rather than a bar on top is obfuscated by the padding of nextcloud itself not accounting for margins of the overall page making it near unusable.

Steps to reproduce

1.shrink browser while a note is opened until in enters the more streamlined mode
2. you can see the toolbar at the top is now a pill on the bottom being covered up.

Expected behaviour

Same thing can happen we just want to add some more bottom padding so its higher

Actual behaviour

tool pill is being covered by nextcloud padding.
