"Others with access" does not need to show for non-shared files/folders

It does not make sense to show the "Others with access" section in the Sharing sidebar for certain files/folders, like ones which are owned by you and not shared.

(This e.g. includes many files/folders in your root folder.)

If you are using groupfolders or the external storage app, it is possible that other users have access to files/folders although they aren't shared. So I think only if the folder/file isn't in one of those folders (groupfolder or external storage app) the option can get hidden for those files/folders.

My opinion on the topic:
I find it better to have an explicit "no others with access" than risking confusing the user with the eventual appearance of the function. Being only present when shared requires some implicit clue about Nextcloud's logic which I'd not recommend to presume top-down.

To some extent. However, you may not be entitled to know the members of a group, so this might open a privacy backfire.
Those who have higher ACL rights can get the users on group folders already.

On the other hand, this could be an optional setting. Sometimes I want to send someone else an internal link and I don't know if I have access to it.

Always showing "Others with access" would definitely be confusing to some users (as it was and still is to me, lol). I'd suggest to only show it if there is in fact at least one entry under this category.
