Show full list of rules applied with password policy

In order to make it easier for users to pick a fitting passwords, it would make sense to show a list of all configured rules by the password policy app next to the input when resetting a password. That way it is easier to pick a password that will work.

Would be nice to have this somewhat modular (or return it as a string in the api), so apps can reuse it, e.g. registration app which has a related issue posted already: nextcloud/registration#42
