[Bug]: If there are too many groups for a user, the edit button is no longer displayed. #34888

Bug description
When too many groups are assigned to a user, the edit button is no longer seen. Makes it hard to see the user and the groups that are above or below the user that has too many.
Steps to reproduce
- Create a user and make that user a member of many groups (10-15 or so)
- Look at the UI and notice that the users above and below are mixed together.
Expected behavior
I expect that all the users will be shown, with all buttons available.
