GeoBlock Installation - Maxmind iso3166 - 404 Page not found #2807

Steps To Reproduce
When using the installation script and selecting Geo-Block, an error message appears stating that the file cannot be loaded. Calling up the file via the browser also returns a 404 Page not found error message:
We just tried to fetch 'https://dev.maxmind.com/static/csv/codes/iso3166.csv', but it seems like the server for the download isn't reachable, or that a temporary error occurred. We will now try again.

Expected Result
Download of "iso3166.csv" from https://dev.maxmind.com/static/csv/codes/iso3166.csv
