Plugin idea: Plugin that generates a plugin from any skill

It seems that plugins mostly look like skills with extra stuff (json meta data, OD scaffolding, OD actions, ...). The idea is: An official shipped plugin that takes a skill from anywhere (any skill.md) and turns it into a plugin with advanced features that could be adding appropriate OD actions automatically.

if the plugins are the way this grows and expands, i think providing tooling to get plugins realized quickly by anyone is the right design.
