aws-lc-sys 0.28.2 fails its C11 atomics feature check against MSVC 14.50 on the current windows-latest runner:
```
vcruntime_c11_stdatomic.h(16): fatal error C1189:
#error: "C atomics require C11 or later"
```
0.40.0 ships fixes for the newer MSVC toolchain (and drops the
bindgen build-time dependency).
