Enable USB_SERIAL_CONSOLE so that usb serial adapters can be used for console out on targets that don't have a built-in serial port.

Testing
Note
When a crash is triggered, only first 6 lines are appearing on usb serial console out. So not as useful as a real serial port but may still be helpful.
Magic sysrq key combinations are also not usable.
