What does this Pull Request accomplish?
Disable syncing on "labeled" and "unlabeled" events in order to work around danhellem/github-actions-issue-to-work-item#70
Choose work item type based on label.
Enable syncing of issue comments.
Delete "discussion" issue template because this repo has GitHub discussions enabled.
Why should this Pull Request be merged?
Improve syncing behavior so we don't miss comments or end up with duplicate work items.
What testing has been done?
Tested in measurementlink-dotnet repo.
