What does this Pull Request accomplish?
Split the documentation into a separate file for each action.
Remove hardcoded TOCs. GitHub has a TOC button.
Add another line of explanation about how check-project-version and update-project-version are used.
Change update-project-version to hyperlink to the correct page in the specific repo ref for this version of the action, not just the top page.
Why should this Pull Request be merged?
We will likely add more actions and/or workflows soon, and the combined README.md is getting out of hand.
