What does this Pull Request accomplish?
Consolidate the existing 'extras' input and the 'dependency-groups' input I was going to add into a single 'install-args' input which allows 'poetry install --with ' as well as 'poetry install --extras "docs drivers"'
Why should this Pull Request be merged?
Allows consumers to customize the poetry install args for their project.
What testing has been done?
Adding a test case for these.
