Abbreviated Switch format, custom TitleBG actors

Two main changes:

• Switch mods are now expected to just use TITLEID/romfs instead of atmosphere/contents/TITLEID/romfs
• You can now specify custom actors to pack into TitleBG.pack with the --title-actors flag, e.g.
  --title-actors Weapon_Bow_001,Enemy_Lizal_Dark
