Cannot filter for issues that are human reviewed

Some organizations still rely on human review. In AI-assisted setups, 🤖 will always be faster with their review, so is:reviewed is useless to assess "what needs review" by a human. We want to find a way to configure what is:reviewed means, and apply the filter accordingly.

I can define what is:reviewed means, i.e. "> 1 collaborator reviewed" or "@user reviewed".

Describe alternatives you've considered

Add a is:collaborator-reviewed filter.
