Add "Create GitHub Release" composite action #9
Description
Why
After generating the Release PR by #7 and merging the release PR to bring all updates to the main branch, we should have another action to automatically create the GitHub Release by the tag version with the release content from the Release PR.
This task is pivotal in defining a composite action that shares the core logic to create a GitHub Release.
