Adds the AllowLocalUsers parameter to the Grafana create and update commands, which allows local Grafana users to sign in by disabling the automatic redirect to the OAuth sign-in page.

This supersedes #384 by rebasing it and adding the
AllowLocalUsersparameter to it. WithAllowLocalUsers, local Grafana users are allowed to login.
