I forgot to regenerate Dockerfile as part of the #651 .
Apparently it was not really important for our release workflow builder since it reinvoked neurodocker to regenerate it. But then apparently (I thought I have disabled them before, apparently not -- disabled now or again) docker builders also were active and I guess they just rebuilt the image from Dockerfile which lacked instructions to install dcm2niix so available
latestor0.18.1image on docker hub completely lacks dcm2niix.
