Add capabilites to a program

Wondering if anyone here is familiar with how to add CAP_NET_RAW or similar to a program?

I found this option https://mynixos.com/nixpkgs/option/security.wrappers but not sure how to use it in the context of home-manager (standalone if that makes any difference).

I imagine this is fairly straightforward but still getting my head around nix.
