V1: GS/Vulkan: Fix potential race between submit and main thread

Instructions :

• Set your lightgun as joystick, bind the joy axis to the relative aim for guncon1 & 2 (you may need to edit the ini manually)

• Enable cheats to enable stuff like 60fps in coop & no flash

• Run the game in 4/3, do the calibration, menu. Once the game started as two player mode, switch to widescreen to enable the aim correction.
