Question: should we include <semantics>?

Is the <semantics> tag necessary to use when we are not using <annotation>?

I looked at this in Calibre, when I removed the semantics tags and annotations I got "Math output error" and it wouldn't display.

We haven't mentioned the <semantics> tag in the guidelines. We should address whether or not to use it, and if so, how.

Instruct not to use. (MathML fundamentals) Also instruct against excessive use of <mrow> (mrow section)
