GUI prevents User generated new cases with Builder Harvest Scenario to be saved to file (and therefore Launched to the Calcuation Engine),
The issue happens when validating Harvest Scenario Specs for Rebuilder scenario. Validation should check for F-MULT from Year 2 to target year, Checks start from row 2 (index1) to target year,
