@JonBrodziak reported that the rebuilder validation check is causing issues for users starting multiyear rebuilding projections.

There is a minor bug in the AGEPRO GUI that I'd like you to correct.
As noted in the email below, the GUI checks for whether the harvest
entries for years >= 2 in the projection time horizon are landings or F-based
when doing a rebuilding projection. This check is not needed and is
causing an error for users who want to start out a rebuilding projection
with 2 or more years of consecutive catch. Please take out the check
from the GUI code and the problem will be fixed noting that I have
verified that the calculation engine works with multiyear catches
to start a rebuilding projection...
